  China has implemented many talent recruitment initiatives, including the well-know "Thousand Talents 

Plan", which offers preferential policies and treatments to talents with world-class research capabilities 

(published important academic articles, being awarded distinguished technology awards, being in good mastery 

of important experiment skills and key technology), or those who have served in managerial positions as 

professional and technical personnel in internationally famous companies, or being in possession of 

independent intellectual property rights or key technologies. 


The following are some recruitment programs: 

 

1. The Recruitment Program for Foreign Experts


1. Basic Qualifications

  “The Recruitment Program for Foreign Experts” focuses on long term programs, which require talents to 

work for more than 9 months per year in China for 3 consecutive years. Candidates should meet the general 

standard of the Plan. Taking into consideration the real situation, people under the age of 65 may apply.


2. Preferential Policies and Treatments

  Talents involved in “The Recruitment Program for Foreign Experts” shall enjoy the preferential policies of 

the Recruitment Program of Global Experts in terms of exit and entrance, residence, medical care, insurance, 

housing, tax, salary, etc.

  A lump sum of 1 million RMB research subsidies shall be granted to each talent enrolled. A total amount of

3-5 million RMB research subsidies shall be granted, through employer, to those engaged in scientific research, 

particularly those in basic science research.

2. Talented Young Scientist Program


Talented Young Scientist Program (TYSP) is an international mobility scheme funded by the Chinese government 

aimed at cultivating future leading scientists together with other developing countries.


TYSP promotes cross-border exchanges of excellent young scientists, scholars and researchers. TYSP also 

enhances cooperation among research institutes, universities and enterprises.


TYSP offers sponsorship for talented young scientist (under 45 years old) from developing countries to work in 

China on full time basis for 6 or 12 months together with China’s team.
